Drowned Gear?

So i have the initial set of drowned gear, but i can never find and upgrades for it. What gives? I'm in NG+2.

To find higher level equipment drops you must travel into much further ng+, I think I was able to get my final +4 drowned piece in ng+6.
You will also have to level up the soul shop equipment modifier

Found +2 in NG3, but it needs to be deep within Pishon Dry Lake chest. So you probably need to spam this map to get the set.

NG+3 here and only a few Drowned +1 pieces. If even in the bottom lake you find no blueprint then you are limited by that Thread cycle.
The soul shop start at +4 gear but with overload (like 65 prior upgrades) it goes to +9

You just need to go to higher threads. Drowned set were typically some of the pieces i found last, except for Kin.

There are different 'tiers' of Armor, and you don't get them all at the same rate. I.E. you will get +4/+9 leather several threads before you get +4/+9 Drowned or Obsidian. As someone said above, Drowned +1 seems to drop at the last zone in NG+3.

You need NG+20 to finally get the last few blue prints to drop for the bottom few sets.

Im on NG+12 and my drowned is only +7.

The problem I'm encountering is how the game favors giving you lower level blueprints before it gives you the good stuff. All my leather, scholar, and warden stuff is at +6 and I still haven't even found my +1 Kin weapon yet. I was at +4 for the entire lower-end half of the list before I even found the base Leviathan trinket, which ended up being my last base blueprint to find. (Yes, I had the entire Kin set and all those +4s before getting that trinket because the game just would not stop giving me Leather upgrades in the Dry Lake.) So if you're backlogged on upgrades like I am, that could be the issue too.
