"medieval forgery" vs "bizarre bazaar" upgrades

I only have 1 point in each so far but I seem to only have a total of 1 reroll allowed per run either way. I'm guessing forgery is the maximum total rerolls in the run, and bizarre bazaar is the maximum allowed at a single place (like the description says)? if that is the case, BB is a huge waste of gold until you have more points in MF than BB.
