All the purchasing and gacha stuff is already done server-side. I don't see any legitimate reason that this so-called 'anti-cheat' keylogger driver is required to be in the PC version installed in a Windows system directory (said system32 before, but it seems to just install into the main Windows directory %WINDIR% or %SYSTEMROOT%, that's my mistake as I was checking things quickly while multitasking with other projects).
Genshin Impact not only disclosed their anti-cheat (as it was the same anti-cheat they used for Honkai Impact 3rd's PC release) but they make it very clear what data it would monitor and (most importantly) instead of making excuses or lying about what it does, they changed it so that the anti-cheat driver only runs when the actual game is running, rather than at system startup.
More importantly than any of that though, in the case of Genshin Impact it is trivial to do a file tweak from the PC Gaming Wiki[i.imgur.com] and prevent the installation of the miHoYo anti-cheat driver into the Windows system directory and instead it installs itself into the same folder as the application and stays there. Game itself otherwise runs fine with zero issues or threats to the PC playerbase otherwise. Works for both Honkai Impact 3rd and Genshin Impact.
There are no such workarounds (to my knowledge) for this game. Furthermore, the forced covert installation of both this so-called 'anti-cheat' driver and the Windows Service (both running at the kernel level) with a company with a noted record of anti-consumer RNG manipulation leads me to believe in malicious intent unless they want to prove otherwise.
The fox has been caught in the henhouse, now it is the fox's job to prove their innocence.
I still STRONGLY recommend anyone interested in this game just get an Android emulator on PC (like BlueStacks) and play it that way instead. Not perfect, but far better and safer for your system.

You should strongly consider just playing the mobile version in an Android emulator like BlueStacks. You get Japanese voices and you won't have to deal with potential security holes via an insecure keylogger malware that they call an 'anti cheat' driver (anti cheat for a single player game with pure server-side purchasing and redemption, ok then).
Like most foreign voice dubs, it is likely a licensing issue. The PC port is reportedly quite poor in many ways and technically inferior to the mobile version.
