Downloader is buggy, thats unavoidable, when you accept it, you should wait till it reaches 100% - if it doesnt, and goes beyond 150+ dont try to wait it out.
Relog - and accept it the 2nd time, it should successfully work on the 2nd time around (always doe for me).
When you can sit down, look at a game with a grain of salt thinking its 100% functional, your wrong.
ive played 1 to many games where there is always a issue no matter the game.
Only solutions needed, is to find that workround. people complain all the time. and will always do so.
Doesnt matter how fast your internet is.
Note: if your doing Individual downloads as you progress through the game its Slower.
if you do the Download All, it makes the game less buggy, but it will still be buggy
The thing is... its been like from start of the steam release like this and never get fixed. JP pc release have the similar bug and got fixed after 1 day.
You know how it says the game takes about 10GB on your drive if you go to properties? Yeah well, that's a lie, it takes actually TWICE as that:

When you install it through Steam, the game seems to download all of it's executables and data and such in full... which is a total of 10GB.... and then when you start the game it does an update check.. AND REDOWNLOADS IT'S 8GB OR SO OF ASSETS! Steam's UI doesn't even track this because the game downloads this data on it's own, bypassing Steam. If you look through the game's install folder you will see two sets of the same 8GB of data, just sorted and arranged across subfolders differently.
When the Steam client needs an update.... Steam is able to just patch the few MB they changed/added.
Whenever there is an in-game update though, which happens much more often, it seems to just wipe that additional 8GB of data it downloads... AND THEN RE-DOWNLOAD IT IN FULL! That's why the progress bars that hit 100%. It KNOWS it only needs a few MB of data, and the process bar actually tracks this.... but then it just re-downloads the game in it's entirety anyway.
I have never seen something this badly programmed before. Somehow the game manages to be extremely laggy on my PC but not on my phone too.
As for in-game lag while I do find it annoying restarting the game seems to help fix it. Think it's a memory issue but eh v0v
I agree, it should not accepted as normal.
