We don't have any informations about what happens while you're starting the program, so I give you some help:

1.
\SteamLibrary\steamapps\common\18 Wheels of Steel American Long Haul\DirectX\setup.exe

Start that file on your right drive manually. Even if the program says, that a newer or the same is installed. Steam always does this automatically, but sometimes this fails. Steam doesn't tell you anything about a success of the installation.

2.
\SteamLibrary\steamapps\common\18 Wheels of Steel American Long Haul\alh.exe

The file which should start automaticaly, when you press "START" in Steam. A setup box should appear. Set a moderate resolution. Not the highest and not the lowest. Standard resolution if available. CAREFULLY ABOUT THE refreshrate (Hz). Don't choose the wrong one.
All other settings should be set to the lowest. Poor sound 22k not 44k.
Shader Quality choose Minimum (the last one I think).
Detail settings (Low)
PLAY with "windowed" and "full screen" (when highering the settings later.)
Audio settings disable it.

Start from this point. Now you have the settings like no acelleration and the less hardware activated. If this fails, then you have a bigger problem.

3. Use the compatibility mode only if the worst settings will fail.

4. Repair your installation with "integrity check" (A function from Steam, which checks the files on your PC for faults.)

5. If you have problems any more, post it in this topic, but please describe what you do and what the PC returns.
Example.
1. Click on Start
2. Steam shows the installation routine
3. Game shows the configuration console.
4. After clicking start it crashes imediately. No further infos or crash boxes appears.
