On the off chance someone else arrives to this thread asking the same question (and my apologies for the necromancy). The numbers indicate how many selections there are (no more, no less) in the row or column they are near which are contiguous (in a line).
If there is a space in the numbers (so a row has a 1 3 for example) then that means there is a SPACE between the spot that has one selection and the one that has 3.
So a 1 3 could have an answer of X XXX. A 2 2 could be. XX XX. They can placed anywhere but usually you have to match the row and column requirements since they intersect. Here's an example of a grid, numbers, and a correct solution (I think) for it. It's rather difficult to make a grid on steam so hopefully this looks correct.
