Also, hardware accelerated GPU scheduling is a new experimental feature in windows and isn't always a good thing, and in some cases makes performance worse. I would recommend leaving that off unless proven otherwise that it improves performance in this game.
Any idea what BIOS settings I should be looking for? I have an ASUS tuf gaming x570-plus
MSFS2020 is actually the first ms flightsimulator that is able to run ultra settings on available hardware, the former versions were made for hardware 10 years after release... :D
It saddens me that someone with a beast of a PC relies on this. Do you know what you are even doing? Nvidia is not well known for its good pre sets graphics wise for a game if not the worst. Also dont use Ryzen Master Utility because its software based and is just not reliable in any case. its decent software but I strongly discourage using it (asuming you are using it).
I did make a few changes to the bios settings on the cpu like limiting the voltage a little (was recommended by some research I did). I'm at work right now and can't check the specifics but I'll post them later
If the answer to all the above is YES, the game is at fault, not your CPU or GPU settings.
Some will argue that this is a next gen sim and it requires perfect settings all around but if that's really the case, then Microsoft and Asobo had it coming because almost nobody will have ideal conditions. A properly optimized software should have some flexibility/adaptability, if it doesn't then it's broken.

Reset your bios, and don't ♥♥♥♥ with it unless you know what you're doing. "a little research on the internet' doesn't count for that;-/
I'm running on 3700x @ 4.2ghz, RTX 2060, and 32GB 3K Mhz Ram = ~60fps high and ~45FPS on ultra @1080p.My bios is overclocked, but I know what I'm doing there, not random tweaking.
What resolution are you running at?
Start with high at 1080p. 60fps is fine.
Your system has more than enough power, so the issue is what you've done to your system to stop it working correctly. Get rid of any "performance" software that's running, reset your bios to default (make sure it's latest as well + ryzen chipset latest) and retest. Also make sure you're not running any big apps in the background that's hogging resources or bandwidth.
You can enable developer mode in the game settings and show the FPS graph to get more insight into the render timings, which might also show where it's bottlenecking.
