Highlighting Control

Where do I look for the control that allows the mouse cursor to turn switches and knobs blue? Somewhere along the way I must have turned it off and I'd like to have it back. BTW, I do not mean cockpit labels, just whatever turns the switches and knobs blue.

That's the Cockpit Interface UI = Modern but you are using Legacy.
