Friend wants to gift Prem/Delux

I have a friend that keeps telling me that if there is a way, he will gift me the premium and delux upgrades, since I already have the base game. There is no individual "DLC's" as it were, on steam. There is "Gift to" button through the in-game marketplace.

When I was playing around on www.flightsimulator.com, I found a marketplace, still no individual DLC's, BUT there was a GIFT to button on there. Does gifting, if there were individual DLC's, from the Microsoft store, work with games purchased through steam? OR can we make it simple, and can the dev's, or those that have the ability to, add the same upgrade options, that are in the marketplace (in-game), to the steam page?

i wouldn't expect them to mimic the market on steam. That isn't how this is run. The market is independent of steam and gives them a lot of control and information they wouldn't have doing it on steam.

So while what you ask is technically possible, I wouldn't expect it. Especially any time soon.
