You don't need to be using DX12 for DLSS to be an option.
Isn't DLAA a variant of DLSS? I can see DLAA in the AA options but not DLSS which seems strange. I also have an issue with the updated RT version of The Witcher 3 which states that DLSS is not supported when I try to enable it in its DX12 mode (in that game DLSS is only supported in DX12 for some reason).
The strange thing is that DLSS is working perfectly fine in many other games I've tested since installing the new 531.41 graphics driver: Stranger of Paradise: FF Origins, Hogwarts Legacy, Atomic Heart... all have working DLSS as expected so it seems unlikely to be an issue with Windows 11 or the graphics driver otherwise DLSS would not work in those games either.
When you get DLSS working (I stick with DX11) then set to QUALITY.
Sorry but how do you disable FXAA in the control panel when it isn't even enabled globally or per-game? Also, why should that step even be required as FXAA and DLSS should both still be available in-game as a user-preference?
BTW you may not see DLSS Option whilst in VR Mode. That was how it was for SU11 but may have been addressed. It does work for both DX11 & 12 but there is little difference between them now except the CPU & GPU Usage seems to lie for both now and give us false % just as it did before for DX12.
You only get the DLSS Option if your Card has that capability which yours does. You may have a wrong or bad Driver. If ever using DDU as you should, it can still have consequences rather than a vanilla install.
