Report a translation problem
Programmers have been writing file transfer applications since before the internet existed. Yet, Asobo/Microsoft don't know how to get this right!
It doesn't seem to affect everyone, but it does affect a high number of the player base to see it pop-up on the forums again and again. Workarounds are usually to limit your download rate one way or the other.
You can try 3rd party software, or you can reconfigure your NIC driver to force connection only to 10 mbps ( instead of auto-negotiation )
At least they seem to have fixed the high cpu and gpu usage problem if the downloader was minimized. We are getting somewhere.

Now at 30% jumped bach to 0% microsoft driver seems to be the problem.
So I installed original realtek NIC driver.
Asrock B550 driver from Realtec for Win10.
84% from 2.8Gb seems to do the job with 10Mbit half duplex....
Half Duplex running was sometimes nessery for large files in DOS times.
If this error still exists from then HORROR...
Keep you informed.
One failure set back to 66% and then the second file came in.
These were the files 174 an 175 from the Sim update III .
Settings are 10mbit/s and half duplex withe manufacterer driver of NIC
