That is a "Windows Store" error.
Since the sim relies upon the Windows Store for the Xbox Live account and downloads your Windows Store must be working properly.
SFC /SCANNOW as well as the DISM scan commands as administrator may help.
At worst you can download the latest Windows 10 installation media and perform an "in place" re-install of Windows that will preserve all of your programs, settings, etc. After doing this re-install the latest video drivers again too, then reboot and try again.
I've updated completly windows store ; it's surprising that even with steam windows store is needed...

I'm not ready to try windows installation for now
I've read that this error is caused by an incompatibility between nvidia driver and last windows update (2004), maybe eplaining directX issue, other people with nvidia recent gpu having exactly the same issue

You could try updating the Nvidia drivers, but the issue is with DirectX-11 on your machine that is part of Windows itself.
You could try the re-install/update to fix it as I mentioned.
You effectively already did that when you updated to 2004... btw: is your 2004 install COMPLETELY current?

Yes. The Fatal error (D3D11 Renderer_Z) is a result of bad, missing or corrupt components in the Windows 10 DirectX & Driver installations.
You must update your DirectX oder Graffik Card Drivers
