Game will not launch, ole32.dll entry point not found

I have downloaded the 500 MB launcher, but when I launch the game, it immediately closes after "preparing to launch." I have exhausted all troubleshooting concerning this pretty typical issue which I have had in the past. But what's interesting with this situation is when I try and launch the game with the .exe in the steamapps folder, it says Entry Point Not Found - The procedure entry point CoIncrementMTAUsage could not be loacated in the dynamic link library ole32.dll. Is this problem exclusive to Microsoft FS or other steam games? Has anyone fixed this before?

I have just learned that Windows 7 is incompatible with Microsoft FS 2020. I think that is the problem as CoIncrementMTAUsage is only found in Windows 8 and beyond.
