I assume after you install the packages folder/files can be deleted
But this still doesn't answer the question about the actual game files, I want to install on a separate dedicated SSD just for FS but is this process going to jeopardise the functionality of the game and download? Typical Microsoft balls up convoluted process.
The path it wants to take is: C:\Users\****\APPDATA\ROAMING\MICROSOFT FLIGHT SIMULATOR\PACKAGES
As an example, I installed the packages to: G:\Games\Steam\steamapps\common\Chucky\Packages
'Chucky' is the name of the folder that MSFS2020 uses in Steam.
Yes. You can choose to install the additional files for MSFS2020 into pretty much any folder you choose.
The original concern of the thread was installing the game's additional packages into the same folder as the game's main installation-- which already had a 'Packages' folder with some packages inside it. The game creates a two folders 'Official' & 'Community' to put stuff in though, so even if two packages somehow had the same name, they would be namespaced into two different folders.
I see your point. But well, if you can install wherever you want, why bother using the same name? You may simply create a new folder named package (with or without "s") to suit you. So, why bother?
After all, you just need configuration once, and everything will be done automatically. You don't have to choose anymore.
Some of us would prefer to have the majority of the game's files in one location. You know, like how most games work.
Since you are forced to choose a location, it actually seemed like more effort to come up with my own folder structure than to find a suitable folder within the game's installation directory within my Steam Library, which is mapped to the drive where I want all of my gaming content. I'm pretty sure the OP had the same line of thinking. Maybe some people have a different way of organizing things than you do.

Everything works fine when I added mods in the community folder in the E drive.

Guess I have chisen the path of installing apps in the windows settings “memory management”
