1. Try to use DX11 if you're in DX12, or vice versa.
2. Remove completely the civilian vehicle traffic.
3. Reduce the value on the World Detail slider. High values at low level really hurts.
4. Make sure you have virtual memory on a fast drive and set to = to your system ram. SSD or SSD-NVME.
5. Reduce Object LOD slider.
#2 is major, followed by #3 and #1 in priority.
For a more subtle and far easier approach, delete you shader cache. Here's a video that explains this.
