As Manwith Noname says, it's hard to be sure what percentage of users are affected by the various install and update issues. I can only go from my own experience and the experiences of my friends who have this game. None of us have had any issues installing or updating.
Based on myself and those I know, I'd say the issue would, as you say, affect a "below average" number of users. But no-one really knows for sure.
What is probably safe to assume is that a much higher percentage of people that DO experience install/update issues post about them compared to the percentage of users that don't experience issues post about not having issues. That's pretty much a given.
So, along with the number of reports of problems on forums such as this (which is not a tiny number, but certainly not a large number either), it's probably reasonable to assume that it's a minority of users who experience these issues. But people find this statement provocative - none of them, however, have any more to go on than I do.
You simply can't be sure until you try to download. Seems to me, anecdotally, that US customers seem to have more issues than us here in Australia - so one aspect of the issue might be server load or perhaps things that are done between the servers and the end users in terms of load balancing etc by the larger networking players in the various regions around the globe.
If you have a "standard experience" installing, it should take around 5 hours. If you are unlucky, it could take a day. Beyond that, there is most definitely something amiss - and the list of possible things is large. Server-side issues, networking issues at source, intermediate or destination, software environment issues, anti-virus issues, even hardware issues. But my guess is that you'll be fine and have the game installed in around 6 hours.
The updates are normally around 10-15Gb recently and take me about 20-30 minutes to install. There are separate optional world regional updates that can take a bit longer. I have never spent more then an hour updating everything and that was for some of the bigger early updates. I believe that some people don't play for a long time and get many accumulated updates. That is the only way you would have a big update that no one else had. Unless you hit the verify button and cause the redownload.
That is just not true for everyone, or even most people. I have had the game since release and never had to redownload the whole thing for an update.
