The best is a joystick of some sort, maybe you can grab one cheap second hand. After this a controler is probably the more elegant option. Note however that this is a simulation, you will need to gain some experience and training before you get better. Practive starts and landings, watch some youtube tutorials, maybe do the in game flight school (although it comes with a few problems), activate some of the flight assistance the game offers you, and play around a bit with the set up for whatever input you are using by then. Generally, if it's your first flight sim it is not uncommon to land in the trees for the first few hours, there is a lot to get used to...

if those are your only options. then gamepad. i am not sure how this game could be enjoyable using keyboard and mouse. well unless your content to let AI fly the plane while you just pan around looking at scenery. ulitmately a joystick/yoke is going to be ideal. but in any case lots of crashing the plane is going to be apart of learning to fly if you dont have an instructor sat beside you.

In the game options, Steams configuration menu or both, you probably want to adjust your sensitivities. Not sure how you have it configured but I would perhaps move the "left stick" to the left pad so you have a larger area of control.

Good idea and if you have a budget let me know. I can make some recommendations.
