Low cpu/gpu Usage
I assume everyone is having this issue. I have a 2080ti and an overclocked 8700k. The simulator is averaging about 20% usage from both components. I can barely get 10 frames. THe game is absolutely unplayable. I installed the new geforce drivers, I think it helped a small bit with stuttering but the frames are still horrible. I haven't found any other fixes yet, guess we just wait for Microsoft to fix it.

I have twin 2080Ti's in an NVlink configuration with SLI enabled running a 9900K @ 4.7gHz for all cores.... no overclock...

Both of the 2080Ti's never go below 40% @ 1080p 60 fps vsync on.

If I turn off Vsync the utilization shoots up much higher but I don't see a reason to turn it off as I prefer the smoothness of the locked sync rate.

On a single 2080Ti turning off SLI utilization gets up to 60-80% depending upon area.

You may want to do a couple of things.

Turn OFF overclock and revert to defaults in case the sim is thermal throttling your CPU which kills FPS rates. I find that I get much better performance @ 4.7gHz than if I overclock to 5.0Ghz.

If that doesn't improve things look to performing a clean install of the video drivers using Nvidia's built in "Clean install" option.

I have a i7-7700 and a RTX 2080ti. CPU runs about 50-60% GPU anything from 70-95%. I get anything from 35 FPS upto about 70 FPS. Very slight OC on both but I monitor temps all the time and both are never above 70

Sry not having any problems with my setup (RX5700 XT, Ryzen 3800, 64 GB Ram) so cannot confirm.
Check the usage of each core. The game is often CPU bound as a lot of work is done by a single thread - so you might find the CPU is only at 40% but one core is pegged at around 100%.
Are you just pushing all the graphics options to their highest settings? Reduce both the LOD settings at least, this will free up some CPU time. Also, if you're flying airliners or other craft with glass cockpits, reduce the refresh rate of the displays.

Edit: Oh...and AI, probably don't want to be putting all the AI settings at max either.

Im getting the same/similar issue
Im on a i9900k at 5gHz and a 2080ti overclocked, from what iv found is im good for the first 45 minutes sitting at 45/35 fps 4k high /ultra then frames will slowly fall right the way down to 11/12 and sit there.
I can get this to happen every flight no mater where i fly and no matter what plane i use.
a fix for me is to not fly as long ie land get back to the menu and start from where i was before,
but after a couple times of doing this you never get back to the fps that i started with so a restart of my computer is the real fix to get back to the 45 fps as before.

from what iv found online this game has a massive issue with memory leak, im not completely sure how memory leaks works but everything for me is adding up to that from what iv found.
I'm going with the CPU overheating and throttling as mentioned by @opjose since both users with this problem are using OC'd CPU's. I haven't noticed any memory leak.
Yup no leak here.

I find that the sim hovers around 8 gigs of used memory on a system with 32 gigs available total.
Like everything, it really depends on how you are using it. It has been confirmed for example that AI aircraft are not being cleared when far from the player and start to bog everything down the longer you run it.

So, not technically a memory leak but manifests itself in a similar fashion.

That's pretty interesting. Since I fly strictly Props and Turbo-Props I have GA set to 50% and Jets set to 20%. Although quite rare I have had a couple CTD's on very long flights.(4+ hrs.) Never FPS drops though and never really noticed RAM usage increasing out of the ordinary but it may have an impact on main thread calculations nevertheless.

I already have Little Nav Map as I use it for X-Plane. I guess I'll give it a go on MSFS and see what happens.
check gpu memory usage. i get 24% gpu usage but i think it's because my video memory's already maxed out and is bottlenecking the whole system

You can track that in developer mode in-game.
Thanks for all the help, there's a certain nvidia drivre that let's the cpu and gpu use more around 60% and up
