You don't download it with steam, you download it with microsoft.
Then I'd check:
%Appdata%/roaming/ for a Microsoft Flight Simulator folder and see if that's still there and rename or delete that if you're looking for a fresh start.
check %appdata%/local/FlightSimulator check if you have rename or delete.
%Appdata%/roaming/ Microsoft Flight Simulator was there with 110 GB in it :)
Yea that's where it creates the roaming and manual cache which together take up 90% of the space in that folder, next would be scenery indexes and then user data and config files.
Any advise on grabbing settings such as control files and graphics options files to paste back in after 2 days of downloading again ?
Microsoft dont want to know, or should I say their outsourced 'support' dont care. Reinstall the simulator, if that dont work reinstall the OS and then the sim.

The other main file (UserCFG.opt) that stores things like your graphics settings and installed content directory is inside the appdata/roaming folder.
C:\Users\your profile\AppData\Roaming\MicrosoftFlightSimulator
this is the folder 100+gb
