I can only delete the rolling cache
in the app data folder
I've downloaded now Boston and it has a size of 19.77 GB.
When I leave Boston, I will copy the MANUALCACHE.CCC to another folder and delete the city in the game to be able to download another city without extremly low fps.
Whenever I return to Boston, I have my copy to take it back again.
This should solve the low fps problem at least temporary, I think.
I've heard that people did it, but I never tried it myself. :O
And the manual cache is now 0 GB again
Don’t mix up with the rolling cache
I didn’t delete the rolling cache !
I know it depends on the size of the city and suburbs
I didn't know the game would be fine with this. I give it a try, thanks!
This is the image from Boston I've taken.

The length and height of the Medium Quality "rectangle" is roughly 40 x 40 miles, to give you an idea.
The file size was 19.77 GB.
If you take a part of a city which doesn't have Photogrammetry data, then the file size will be drastically smaller. Only like 50 MB for these parts. (Because it's only 2D data)
I look at Bing Maps and see if the "View bird's eye" option is available and not grayed out to know which parts of the city has Photogrammetry data and which not. (I hope this is the right way to do it)
My Medium Quality "rectangle" of Boston has only Photogrammetry data, provided FS2020 is up to date with bing maps. I could even go farther.
Btw : Too many parts of Boston in FS2020 have waaaay too many trees which are too big and lush also. These parts look almost like a forest....
The poor citizens seem to never see the sunlight....
I saw the same in Seattle, but not so intense.

I do not recommend deleting files directly in folders
But the link you've given says exactly the same :
