How do I use character skins?

I got some character skins, and I got the server perks thing from the workshop, but whenever I actually try to do it, it doesn't work.
I have a skin, and I put that in the mutations, I also put in the Server Perks thing V6, and I configure the server perk thing. I got to the thing that let's you add the character skin and I put in what I am supposed to put in (Example: CustomCharacters=Fartmongler)
When I start the server, I can't find my character skin anywhere, and also, the perks are messed up and instead of showing the levels, it shows N/A.
What is wrong?
P.S Fartmongler would be a very interesting character. Maybe that could be a new workshop idea...
