People who have access to the server's console and the Web Admin panel can see IP addresses of connected players. Usually, these are the main admin (who runs the server) and other admins they trust. Disabling Steam Networking will not hide your IP address from the server's tools as the functionality of the server application for KF 1 is outside of Steam's control. It is possible to join a game server using a VPN connection or a proxy server in case you are worried about exposing your IP address, but this method might introduce latency and/or connection stability issues.
Most servers are safe to join, the only ones I recommend staying away from are the "Resistance Servers" in Australia and "Zedek's Fleshpound Funhouse" in the USA. People running these servers have a history of harassing people they dislike and being involved in various kinds of malicious activity. For instance, the key figures behind the "Resistance Servers" would abuse unpatched exploits to crash other servers. Their reason? Too many noobs on the server, lol. Some of their members were also seen exposing IP addresses of people they happened to dislike for one reason or another. They also use third-party cheats and absolutely hate it when people call them out on it. Zedek the Plague Doctor and his goons are responsible for trying to raid the Exiled Coalition Discord server because they held grudges against one of its members.
Speaking of abusing unpatched exploits to crash servers, insta-kill the Boss, walk through solid objects, and other things like that, this is a problem countered by installing the Acedia mutator (the Killing Floor slang for "mod") on the server. If you are a server admin, install that mod. If you are a regular player willing to avoid exploit abusers as much as possible, look for servers running this mutator.

Yes, it's him. His main account got struck with a community ban, which is probably the reason why his old account is no longer listed as a co-author of Steam Workshop mods published by other people.
