If you redeem HB for yourself, you get a Steam code that is NOT a gift code. So you've redeemed a game you already had and got the 2 Gift Passes that came along with the HB code. If you had given that HB code to someone else (text, email, etc.) then they could have redeemed it on their own Steam Library.
