Where would I report someone for achievement hacking?

If achievement hacking would be forbidden then Valve would ban everyone that uses SAM. There's not even an option to report steam users for achievement hacking.

It's just not as easy to locate as other hacks.

In fact there's nothing specific written about achievement hacking in the Steam Subscriber Agreement. You're prohibited from using softwares ("cheats") that may give you an unfair competitive advantage when playing multiplayer. Aimbots, wallhacks etc... give you an unfair advantage not Steam Achievement Manager. "You may not use Cheats, automation software (bots), mods, hacks, or any other unauthorized third-party software, to modify or automate any Subscription Marketplace process." SAM has nothing to do with the marketplace. Yes SAM is a unauthorized third-party software but as you see Valve doesn't ban people or maybe they don't even care. This quote is from a volunteer moderator on the steam forums: Valve Anti-Cheat does not ban people who use steam achievement managers, nor will he be manually banned.

That's a complete ♥♥♥♥♥♥♥♥♥ the statement, VAC detects SAM when used ingame and bans for it, also several games ban for SAM. Please link me the quote.
