Truth is the exact accuracy isn't as important as some make it. This isn't a sim you will practice on before racing in your professional HKI career races.
There are a lot of reasons the roads may not be 100%. Some of it is logistics and data, some of it is gameplay. Google maps isn't an end-all reference either. But I'm sure tools like that are leveraged to a degree.
Ultimately I do see people complaining about very small things that most people won't care about. Some people are never happy. But we shouldn't worry about them.
Don't expect roads to be anywhere near 100% accurate. Nor does it matter because without all the matching buildings & other infrastructure it still wouldn't be recognizable anyway.
I'd agree with You if it was about different kind of game, but racing with licensed cars?
Be photorealistic or be Auto Modellista.
I wouldn't even give it a glance if it had PS1 graphics. It's 2023 by the time it's released, not 1994. I can expect both photorealistic graphics and engaging & immersive gameplay in a compelling world. PS1 graphics for a driving game aren't exactly compelling to me, rather on the contrary. Now for other kind of games, I don't mind. But in 2022-23 I do have different expectations than in 1994.
The thing is, racing games followed the rule of having the better visuals with every new title.
Maybe not always photorealistic, but in many cases - tried to imitate the real world.
Or the action movies where car races and/or car chases are involved.
On the other hand I have almost no issue playing BallisticNG which does imitate atmosphere of PS1 Wipeout games (but it's not actual PS1 visuals, which would have smaller resolution and be much more pixelated).
I guess it might work for indie racing game, but with AA I have different expectations.
I'm quite displeased what EA/Criterion are doing with Unbound, they should make it all cell shading.
Over the past few years I've replayed few older racing games (including one for PS1), had good time with those.
However, as the standards are changind, going back to more older titles is hard.
I'm not talking only about visuals, but the gameplay and limitations of the older systems.
Some PS1 racing games have worse framerate (below 30) which makes them feel more dated.
Sixth gen improved that while we got better visuals with variety of styles thanks to different approaches.
However, it was clear that the ones with more eye candy/photorealism had better sales (not only because of visuals) so corporations followed that.
I'm talking about mainstream mainly, because for simulators it's understandable to imitate real life experience as best as possible.
So basically wthat we lack today is more variety of styles, it's what make other titles look different to others.
The thing is, the corporations don't want to risk with it and the playerbase is already divided with what EA/Criterion did to new NfS while the game isn't even remotely looking like anime or cartoon.
At this point, cartoon like presentation is only fine with kart games while sc-fi designs are allowed in anti-gravity or other futuristic racing vidyas.
Now when we consider the improvement in cell shading games that makes character models looks like actual anime designs what is stopping those MF from making jdm racing game inspired by one of those series?

Other than that, I forgot that racing is a niche in anime so there we have it.
PS: Recently I've learned that next Crew game is going to be in Hawaii.
I'm going to keep my eye on it, since Solar Crown might become a proper NfS game.
Totally agree. I wasn't aware that there's going to be a new The Crew game, now that sounds good. We know what they do deliver and it sure is massive and pretty and interesting. This new TDU looks too much like NFS indeed.
To be honest, there weren't much for me to do.
I learned that there are regional versions of High Stakes (for Australia and for Japan) so I went to check Falcon and Commodore.
Beside that, it's still the same outdated game with soundtrack that makes me going back to listen to it from time to time.
90's electronic music is just right for this game.
