sadly it isnt a bug. they "fixed" many cars.

It would probably have been more fun to increase the power of the other supercars to the 1000hp range and bring the R8 down to that rather than crushing it right down to 750hp or so, but overall it likely makes more cars viable in the class. Bit frustrating as I bought the 918 specifically because I knew it made more power than something like the Chiron when modified and I won't have another 4 million any time soon, but at least they're paying attention to balance issues.
