Yeah feels way worse than before patch. Also noticed there is lot of popin at max settings and it wasnt there before patch.

In my experience FPS does increase in places where FPS was never an issue before the patch eg indoors, tunnels, no building nearby etc, but FPS actually drops in places where FPS has always been an issue like driving between building or lots of objects or effects etc. Obviously this change won't help the gaming experience.

But I don't know if it is a smart way to say "hey see you got higher average FPS, performance increased".

It does run noticeably better for me however there is in fact more pop in and its getting distracting

Ps5 pop-in even looks worse.. how is that possible? maybe it's my own fault because I'm driving such an exotic, high speed car (the mustang) that the graphics can't keep up when I'm driving near 80mph

TOLD YOU SO, i said it before patch that lagging/performance issues won't ever get fixed, cus game engine is fundementally flawed and they're never going to re-write it. don't expect any performance boost in future.
people always want to argue, but i speak from experience. i've been into gaming since 90s and been making gaming youtube videos since 2012. i've gone thru 500+ games and i have over 4000 gameplay videos, i speak from experience when i say games like this will NEVER improve.
even NMS, they have added lot of content and won back the community's trust, but performance is still same as it was on launch.
that's because of simple FACT that devs are not going to re-write their game engine.
performance of game is determined how well game engine handles things. some performance issues can be "brute forced" by just having extremely expensive high-end PC, but that's not a solution.

fh5 runs in 4k with FSR on performance and i get solid 60fps, tdusc is in 1080p with FSR on ultra quality and still 20-40fps by average, but even if i turn FSR to quality, i get 0 fps boost

that said, it's about same for me, hard to tell as i didn't play much, but it felt like i got maybe 2-5fps boost, still pathetic... since i'm still below 50fps even tho my GPU usage is below 70% and CPU between 30-60%.
game is just not utilizing my hardware, yet it still lags. game has bottleneck elsewhere.

even more pathetic, i can login and drive in free roam, but when entering a race, connection times out ... nice patch indeed. 9+ hour downtime and still connection issues (if it was my internet, i wouldn't be able to see other players and drive in free roam).

they DID fix bugs with locations, now my upgrade shops and meeting points are unlocked, but rest seems same.

JUST GIVE US OFFLINE MODE!!! you don't have to make everything available offline, just let us load the game and play against bots!
i think devs are too concerned that they will lose control over savegames, but by trying to control our savegames, they are losing players. you can't have it all, if you want more players and less complaints, give us OFFLINE MODE! get over your ego, we don't need online savegame. nobody likes that.
