There won't be offline mode on the 12th.

As for key sites, if you mean legit key sites probably not, but there's always less than legit key sites selling ♥♥♥♥ for heavy discounts all the time.

Lists most of the legitimate sites, I've done Humble and Green Man generally, they're well trusted though you'll rarely get steep discounts on new stuff, done Fanatical too.

Now that's not to say stuff like instant gaming won't work, just means the way they obtain keys is just probably not credible.

Also to note GreenMan and Fanatical both have it on sale for least 20% off and they are trustworthy.

OP, I would say yes, you should refund, but it looks like you've done so already. A good choice as right now you're paying the most cash for the least functional version of the game. Come back in a few months to pick it up for half price, and by then the servers may actually be working as intended.
