DLCs - there should be some DLCs later down the line, but for now all DLCs that you see are just a way to organize preorder bonus and different tiers of the game.
I suppose I'm a bit old school but games that cost several times the base game in dlcs for the whole experience is typically a hard pass for me.
There's probably a confusion about "level 20" because there seems to be two different things: season pass levels and player levels. You get silver/gold editions cars when you reach player level 12 and 20. Premium Solar pass (that's included in Gold edition) unlocks 20 levels of Solar pass, not player levels.
What do you mean? In USD, max edition is 1.5 times the price of the base game.

"Free VIP Solar Pass including access to the season's premium rewards with 20 levels already unlocked" Which is ironic since isn't the whole point of the content pack to get access to the cars in the first place which automatically unlocks once you hit level 20, so putting the two together would seem to imply that the cars are locked behind the premium pass for the season. In which case the solar content pack is just buying the season pass so not sure why they would call it "free".
As for the other it's planning out for the life cycle of the game, just like you're not going so oh that paradox game only has 1 dlc right now so it's only going to be 1.5 times the price of the base game. When people make it a point to sell small bits of a game at a time, it's quite reasonable to assume they'll milk it for all it's worth, which down the line I can quite assure you will be more than several times the cost of the base game.
Either way this is probably likely going to be a wait and see or buy it on heavy discount for me, probably check back in 2 years.
