Have you tried turning down some of the settings and experimenting with combinations? I've noticed that some cards have trouble with certain settings, like my old GTX card which could run high or ultra settings on games only if I turned shadows to minimum. For some reason, that card had difficulty with shadows, but nothing else. In Forza Horizon games, I have to turn down reflections to low or medium to get to that FPS I mentioned; otherwise, it drops to around 30.
Plus, part of the point of releasing a demo is for testing purposes. They're most likely looking at data collected to find out how to optimize it over the next few months before the release.
Three month before the game launch this smells very bad.

My config can run Cyberbunk, Red dead, Star Citizen and some game with enormous mob (total war, ultimate battle simulator) with ultra setting, and here i cannot run that in medium, its no sens.
And this is not really right what they write, some people with very good config cannot turn in high, me with i7 10700k, Rtx 3060 12vram, 32go ram and SSD it lagging in med...
Devs have become so lazy and incapable these days. They just rely on brute power and upscailing tech.
This game is a complete disaster

Off-topic but with your specs you should be getting WAAAAAY more than 45-50fps on Forza Horizon 5. Your current rig is somewhat around my previous 3080/9900k rig which pulled an almost constant 100fps on extreme settings at 1440p but with shadows on high and DLAA on for anti-aliasing. My fps went higher than that aside from the city but I capped it to 100 to reduce judder. I'm not sure why your fps on that game is literally half of what it should be. Your rig is far more than capable of pulling much higher fps.
