No projects available in Brink of Tomorrow scenario

I just started the Brink of Tomorrow scenario as the UK and when I go to try to choose a project there are none available in any of the categories. It is literally just a blank page. I don't have this issue in the Pandemic Aftermath scenario. Is it a bug? Do I need to buy some DLC? Do projects become available only after meeting certain conditions in this scenario? Help!

its a bug, the game is full of them and abondoned by dev's

Oddly enough, I have the inverse problem: Pandemic Aftermath has the blank Projects screen, and Brink of Tomorrow does just fine.
