Report a translation problem
The text translation of Port Royale 2 is hardcoded into the PR2.exe file, so you can not overwrite the .exe file with the one from steam (or GoG), because it will turn the ingame texts to english.
There are only 3 options for you if you want to play with dutch texts I guess:
1. research if there ever was a second or third retail release of the game in the netherlands, that had the copy protection removed. Here in germany we got a 2009 rerelease of the game that did just that.
2. find a (dutch!) noCD .exe file from wherever there might be one and overwrite the one in your game directory.
3. setup a virtual machine with Windows XP and try to run the game in there (not sure if that will work correctly with the graphics and stuff)
Is the ingame audio in the dutch version localized or did they keep that in english? Because it would be no problem to overwrite these files in the steam version.

You gave me this options, i put my answers/questions below your options:

Gamecopyworld, Lone Bullet, Gameburnworld, but only in the languages
german/polish/english. But no dutch version'.

texts or something like that.
And 1 thing more: I overwrite some DLL files (3), in the past, in the steam version,
but the problem with steam is. Steam verify all files in the map before start the game
if 1 file is corrupted of overwrited, the game would not start. So i was forced to
verify the files again. Means Steam will remove the overwritten files and put back the
orginal files, then the game will start'.

if there's no fixed or hacked .exe in dutch, i guess the first 2 options are off the table. I don't know how to fix the .exe myself, so you're out of luck there...
A virtual machine is a virtual computer inside your Windows 8.1 OS running an OS of your choosing, no dual boot required. Hm, i guess you can say it's like a program you run, only that it's a complete windows XP computer i.e.

Setting things up can be quite a hassle if you have no prior experience with this stuff. Port Royale 2 runs in this setup. performance isn't great, but it works.
You need
- to install a virtualization software, I used Oracles Virtual Box
- to install the corresponding guest additions für 3D acceleration outside the machine
- a Windows XP Image to install inside the virtual machine (there's a way to extract an image from Microsofts Official WindowsXP Mode for Windows 7)
- tick all the correct options in virtual box, connect your external drive to the virtual machine
- install Windows XP inside the machine, activate the guest additions
- install DirectX and Port Royale 2 and you should be ready to go
i'm keeping things vague for a reason, it takes a lot more time to explain everything in detail and I cant promise that this works with the copy protection. I don't have a PR2 version with copy protection, so I cannot test this.

I was busy with other game: KAM remake.
Now i try to fix this Port Royale 2, with dutch texts on win xp like you said. but i stucked.
I downloaded Oracles Virtual Box, and installed it.
After that i was stucked because i was not able to load the orginal Win XP cd into the virtual box, and install win xo from the cd. Is it a obligation to use a win xp image? Or you can use a orginal cd, like i have now? So what i do wrong?
