Fishing Buffs

I have accessories that buff fishing. Does the buff make it so the fish notice you less frequently, or does it actually speed up the rate the bar fills at?

It either makes more fish appear, or makes the likelihood of rarer fish showing up higher. The fish always notice you the same amount. They become easier to catch as you level up your understanding of them (so they go from taking 4 bars to catch, to 3, then eventually 2).
