Where is fire station build option

Either I'm blind or there is no firestation option in any of the build options. I've looked through every build menu and can't find it as fires rage through my city. Where do you get the fire station option? I have a goal that says to build one but can't find it.

You have to research "Unlock Firehouse" on Tier 2 of the research tree.
Then the Firehouse building should become visible for building.
