Sadly not, the best thing I can think of is turning it off on the game then enabling it via geforce control panel.
Still got screen tearing but 60fps.
I feel like it needs a proper patch to be fixed but since this has been an issue for quite a while, I dont think it will be.
Control panel Have refresh rate on highest available , power management on maximum power and openGL set to graphics card.
Also make sure DLSS is up to date version 3.5.0 caused stuttering for me.
Version 3.7.0 and up fixed it again.

If i enable VSync in control panel, i get the same crazy jittery camera, whatever screen refresh rate or settings
Only enabling frame gen fixes it
I don't have the issue of stuttering with FG on or off.
Do you have Reshade installed ? can also trigger stuttering if not installed properly or update

Geforce gave me problems with stutering on one version.
Updated to NVidia app ?
Can be a driver causing issues
Go to device manager and make sure Nvidia high definition audio is disabled this causes stuttering and restart your pc
And also make sure in task manager nvidia container is not running end task it this is power consuming and causing stuttering
UPDATE: It seems the "Hardware-accelerated GPU scheduling" in Windows 11 under Settings -> Display -> Graphics -> Advanced graphics settings was the culprit in my case. Turning that option OFF and restarting the OS fixed the issue in the game for me, whether with or without DLSS turned ON. Now whether that is a driver, OS or game issue I don't have a clue.
