The only way they fit in Jurassic World Evolution 2 and the Jurassic Park franchise as a whole is being brought back through cloning. Otherwise they have no reason to be in the game. Although I admit the same could be said if they were in Planet Zoo.
Also, Jurassic Park franchise has always been about dinosaurs (at least the original trilogy), the only mammal I remember was in Jurassic World Camp Cretaceous, a smilodon. I mean when you think Jurassic Park franchise the first thing that usually comes to your mind are dinosaurs.
With all that said, I do understand why people want Prehistoric Mammals. I too always wished for a game that has everything, dinosaurs and animals (including prehistoric ones). The reasoning for this is partly due to the fact that Zoo Tycoon 2 (with all DLC's) and Jurassic Park: Operation Genesis were my favorite park builders growing up. ZT2 had animals, dinosaurs and prehistoric mammals AND BABY ANIMALS AND DINOSAURS, so I do wish for a game that is a fusion/combination of Planet Zoo and JWE2.
You might wnat to check out Prehistoric Kingdom if you haven't. Based on what you want, this game might be the parkbuildergame for you. It has dinosaurs, prehistoric mammals, and later this year baby animals. Just keep in mind that it's still in active development (early access).
