Staff center upgrade bug? - <Specialist Facility upgrade>

I bought Jurassic World Evolution 2 and have been playing it hard.
But one thing I tried and searched but couldn't find it, so I post it here.

What changes will happen if I upgrade Specialist Facility from Employee Center Upgrade?

Globally increases the value of the Specialist staff traits by 1

I thought installing this upgrade would create a new traits or change the stats, but even if I upgrade, I don't see any changes in the stats of scientists.

No one has inquired about this upgrade except for one person who posted something like this during the challenge in 2022.

Is this a bug that only happens to me? I'd really appreciate it if you could help

Increases the specialists' primary skill limit by 1.
An example: Your logistics specialist goes from having a 6/10 to a 6/11 cap limit.
