GUEST COMFORT STUCK AT 0% BUG
for whatever reason the restroom coverage and shelter coverage stays at 0 in sandbox no matter how many restrooms or shelters I add, and the guest count wont go above 50.

Yep. Same issue. Seems to happen if you build too much before opening the park. Basically you have to build an entrance, open the park, and build from there.

Very frustrating.

Ah thanks now I know. Is there any way to salvage my existing park or do I really have to start a new one?

I had the same problem, too. After reloading the save a few times it just... suddenly worked again? I don't know why lmao.
