You can assign the blocked ranger any other task and it gladly will perform it.
I can tell.
Finished all challenges that provide new skins, but spared the others. :P

Thanks for getting in touch in regards to this issue.
We are aware of this issue but unfortunately we do not have a definitive workaround to offer at this time.
Or I simply use a less... humanist approach. If my rangers don't want to go to the tyrannosaurs, I take the tyrannosaurs to them.
But yes, I see things haven't changed much in the AAA scene over the years, still the same old bogus "support ticket" nonsense and mountains of DLC instead of fixes. That being said, the game is still great, finally a worthy successor to Operation Genesis after more than two decades.
As a workaround I found : I drive one car and let it away from its parking then assign the other to a guard post. When the second car leaves its parking I assign the first one to another guard post. That unblocks the inter-lock between the 2 cars.
