I have four of them and they are missing fish. How do I get fish feeder? I have no lagoons in my park

You'll need to do some research to unlock it.

Its a different fish feeder. You need to research it (if i remember right or maybe it is automatically researched) and It unlocks once you release a land dinosaur that eats fish. Its not the one placed in lagoons its the one that shows just a single fish as an icon.

I've looked and I'm not finding a "fish feeder" to research

I think it's in different places depending on which scenario/campaign you are playing.
For instance in the JW Chaos theory or Malta Campaign its on the last column of the "enclosures" list and titled "piscivore feeder".
