Did the update made the story and characters better?
I played this game on release and while the game looks extremely beautiful, I was very disappointed with how bland and one-dimensional the characters were... and the story and pacing were not good at all.

I hear the update revamped some of this. If so... to what extent? Is it any good now?

They didn't change any narrative.

I heard all it did was make combat more tedious and Garl stronger because dev loves Garl to the point it should have been named Sea of Garls

I as-well was thinking the story could have been better but then I learned that this game is a prequel to another one of their games called The Messenger and it takes place a loooong ways in to the future on Mesa Island. It honestly makes the story a-lot more interesting, so the story is technically across multiple games.
There is one extra cinematic that makes the moon girl more interesting, but the sun guy is still unfortunately a lame duck that doesn’t do much in the game.

The narrative didn’t change and neither did the dialogue between the protagonists and Garl.

The rest of the surrounding cast is pretty damn good if you make it to later points in the story.
