Quiz Master?

I keep finding question packs that say a quiz master might be interested in them. I'm in Sky Base right now, but still no sign of this person. Any tips on how to find them?

You should've found him long ago as he's obtainable once you get the Graplou. Go back to Lucent and Graple around the town to get the Turbo Cookie, which will lead to obtaining the shed key which leads to the Quiz master in town.

At 58:21, you can see the steps to open the shed and meet with the Quiz Master. You only need to answer the 'Expert' questions correctly to unlock the 'Living Encyclopedia' achievement. If you decide to answer in both modes (Casual and Expert), you will receive a special reward.
