Are rainbow conches missables ?

I am looking for one in particular in Brisk, after the events that happened here, and it seems unreachable, the bridge I am supposed to take no longer exist

by that point in the game everything should be available and obtainable except maybe 1 or 2 things that require the true ending, but all rainbow conchs should be obtainable by then, from the moment you can fly you should be able to get almost everything

Well the bridge is still not present, so I cannot get conche no 19 in this guide:

After the attack, the method of obtaining that specific Rainbow Conch changes. Head directly north of the fountain until you can no longer go north, then walk right into the rubble, then down.
