Stuck Near the end

I have got to a point where the maid thinks to herself she need to get to the lobby to call the police, but I don't know what to do for that, also I cannot open the safe in 509 as when I click on the safe, nothing happens, I seem to just be stuck on the 5th floor

You have to press the elevator button in order to leave the 5th floor. As for the 509 safe, you need to find the two parts of the combination in order to open it. The first half can be found during your second visit to the basement.

for anyone stuck here you need to go to the opposite end of the hall thats been restricted all game. take the ice pick from the floor and head all the way back to the other end to open the fuse box. pick up fuses in the same room and replace them by matching color. on the door to the fuse panel is a note with safe combinations that will unlock 509. now head to elevator button and you will be able to leave.

I'm stuck here too but have opened the 509 safe. When I try to leave on the elevator the button spins. Seems like there is something else I need to get the elevator to work. What?
