Can you please make sure that your anti-virus/firewall/windows defender is not blocking any files of the game and add the following file as an exception:
(x86)\Steam\steamapps\common\Overcooked! All You Can Eat\Overcooked All You Can Eat.exe
You can also try turning off any anti-virus/defender and testing the game again.
