My friends and I were all from Malaysia, playing AYCE OC2 Story mode online, we all started from the tutorial, and played till about 1-4 and 1-5, then suddenly 2 of them were very laggy and got disconnected. All Steam versions.
I was being friends with two, and one of them who were friend with another (stranger) to me got disconnected, not sure if this helps.
The other friend that didn't disconnect is my comrade, we both play together frequently with little issues on AYCE. We played many, Night, Suns, OC1 story completed, and a few more. But only the new pirate ship DLC has graphic issues, laggy, I don't think it's latency issue.

Did you all complete the tutorial solo or together?
Can you please also respond with the following info:
• What build number are you currently on? (You can find this information by going to ‘Settings’ on the Main Menu. The number is displayed in the top-right corner)
• Is the issue occurring in Online Multiplayer, Local Multiplayer, Single Player, or in all player modes?
• If the issue doesn’t occur in Online Play – Are you connected to the internet when the issue occurs?
• If the issue is Online only – Are you connected via WiFi or wired connection? Please provide network stats (Avg. Download Speed, NAT Type, WiFi Strength) or if there is any additional security on your network (i.e. IP Addresses blocked, Firewalls)
• If the issue is Online only – If an error code is displayed, please attach a screenshot of the error code displayed on the screen. The error code will be displayed in the format of EXXX-XX on the error message.
• Is the issue consistent or does it happen in a specific circumstance or only a specific number of times?
• If the issue is Online related, can you provide timestamps of when the issue occurs?
• Have you tried to restart the title? Has this fixed the issue?
Have you tried to uninstall and re-install the title? Has this fixed the issue?

We finished the tutorial together, had some E015-7 disconnections now and then.
In 2-3 and 2-4 a problem happens constantly: about 30 seconds after the game starts, it somehow just got frozen, we can still talk to each other, but cannot control our avatars to cook.
Hope you can tell me how to solve the problem, thanks a lot.

Can you try not using VPN and see whether the issues continue?
What anti-virus do you use?
Can you please make sure that you add Overcooked All You Can Eat.exe to any firewall/windows defender/anti-virus programs on your PC?
Then test the game.

This is unacceptable. This issue is an old one and Team 17 does not seem to care. If there is a fix, please post it or otherwise patch your game.
