Is SBMM a thing in social games?

I understand there's ranked for more serious games but on socials I have encountered a ridiculous amount of people going like 0-12 and contributing nothing to the game, does SBMM not exist?

More importantly, why are these people playing as though they're wearing a blindfold?

if I remember right yea they put SBMM in all of the matchmaking, the SBMM in this game puts ppl as sand bags to "even" the skill level
