Okay getting some conflicting answers here, one says it needs online, other says it doesn't. I'm gonna go with you though, I'll probably get the game on the next Steam sale and then try it myself, if it works offline (after the first online launch) I'll get the game, if not, then I'll return it. You need to be online to log-in and access the main menu. After that, you should be able to be offline.
