Switched all forward ports to Port triggers w/ inclusion of Port 10
Contact ISP again, reassures that port 3075 is open and I'm not the first person w/ this issue w/ halo infinite.
Switched to WiFi, back to ethernet
Try launching Halo campaign and going to multiplayer through game pass

Did all of the above, then came across this post. Your suggestion was the only thing that worked. Thank you, I'm still going to file a ticket with them and tell them all the ♥♥♥♥♥♥♥♥ I went through to find the only solution was something they didn't even list.
