What I first did was to search the halo infinite install directory folder by folder for files with "mp" or "multiplayer" in the name and nuke them all, but that did nothing useful.
Then I looked in the "subgames" folder and found a completely different install for Infinite, specifically "Halo Infinite/ subgames/ CampaignS1".
At that point while inside the "CampaignS1" folder I hit Ctrl+A to select all, Ctrl+X to cut all, then went into the primary "Halo Infinite" folder and hit Ctrl+V to paste, choosing to overwrite around 700 files with the same names.
Finally, I can launch campaign by just clicking "play" on steam.
